[attr="class","gfinfo-con"] The Gakudan is the yakuza that has power well beyond that of the common gangs and criminals rushing around the streets. Intricate networks are intertwined by the Gakudan that connects all criminals together in one way or another. It's a commonly known name, but the Gakudan's shrouded in mystery aside from the general populace having passing knowledge that it exists. Or that it existed at one point, that is. The yakuza is seen as a massive web left behind by the previous spider that created it, the Third King that had been arrested during the Fall. The current leader of the Gakudan is, for the most part, unknown, outside of a specific few within it's ranks. [break][break]
The only concrete signs of activity from the Gakudan, in the eyes of heroes, civilians, and the police, seems to be from a casino in the Shibuya Ward. A common rumor drifting around about the Kake Casino is some seeing notable crime lords come and go from it a lot. Those are just rumors though, as the casino is a popular vacation spot for locals and foreigners alike. It has an expansive arcade for younger audiences to enjoy, so these rumors tend to come across as edgy words of teens trying to seem cool. [break][break]
For those on the streets, the name Gakudan has a lot more meaning. Invoking a sense of fear and respect, it's massive spread still bares it's fangs. Quietly, it looms over the streets with a chef in every crime ring's kitchen. It's unclear who might be involved with the group, so it's recommended one treads carefully. Though, there is talk of the yakuza being always open to those that seek it - offering shelter and a place to call one's own. Gakudan has no place to judge your past sins, after all.

[attr="class","gfinfo-con"] The Gakudan's main activities revolve around keeping an eye on the smaller crime rings within Japan, specifically Tokyo. However, the members of the central unit of Gakudan do more than just management activities, of course. Infiltrating the common man's businesses to get their fingers in the profit, having the occasional crime spree under the guise of just being a basic street rat, the Gakudan's activities range greatly with a rather laidback atmosphere. Their goal is unclear, but they have no intention on letting anyone escape their ranks once they've joined. [break][break]

The current leader of the Gakudan, Raiko Tsukasa, was handpicked and groomed for the position by the previous king, Himekin. Taking over at a young age and fighting down waves of rebellions and usurpers to keep her throne, she has spent years fighting to stay on top, and she has no intention of changing that. However, these days very few know that Raiko is the head of operations. Her position as King is shrouded in mystery, but mutterings on the street does have Raiko recognized as someone to not be messed with. [break][break]
But, to the general populace, Raiko is just a friendly and charitable wealthy business woman. Participating in charity events, donating money to those in need, Raiko just wants to help those who are deeply in need. She wants to take care of the city that she works within, you see? To the public, Raiko is a kind and friendly role model for other young women. [break][break]
To those on the streets or in her ranks, she is a charismatic leader. Many she's personally recruited were the downcast, the forgotten, and rejected. She finds diamonds in the rough, and makes them shine. She's willing to invite anyone into her web - young, old, ex-hero, rejects of society, the more the merrier in her opinion. She is all about ensuring everyone has a place, a duty they must fulfill. Whether that be robbing banks, or becoming a new hitman for her organization, she's sure to get you set up with something to do. [break][break]

The right hand of the King is far less outgoing and talkative as she is. The moon to her sun, he lingers in her shadows as a watchful eye - stern and silent, patient and protective. His tasks are simple, ensuring her safety and making sure her position is not questioned. His days are always busy, always filled with things to do to help Raiko's workload. Not many know what to make of him, but he pays that no mind as he goes about his business. The opinions of others do not matter for Masaru, he isn't one for gossip or small talk. [break][break]
Especially the banter that floats about regarding his relationship with his King, those words matter the least to him. Being by her side so often, people are bound to talk when they see the two interact. She says his name, and he knows what has to be done. She often is affectionate with him, kissing his knuckles, singing his praises, refusing the very idea of sharing her Masaru. He knows where he stands with her, what he must do for her, and he will ensure each task is done to satisfaction. [break][break]

[attr="class","ga-con"] The Minata Gado usually seems like your typical gang - running extortion, smuggling, and high-interest loan rackets. However, they strive to act as the guardians of the Minato Ward. The Minato Gado goes out of their way to ensure the safety of the civilians within the ward by any means necessary. It's their territory and they don't appreciate people messing with those on their grounds. [break][break]
Should any trouble occur, a civilian must simply point out a member of the Gado and that member will move into action, ready to figure out whatever the problem may be. Their problem-solving methods do tend to be violent, though. The members of this gang are typically well received by the citizens of the Minato Ward as result, despite their criminal status. Honestly, if the civilians of Minato Ward had any say on the matter, they'd much prefer the Minato Gado over the unknown threats waiting to take their position of power at a moment's notice. Drug dealers of Minato Ward should note that the Minato Gado does not participate in any drug operations. Dealings can be done with explicit permission of the Gado. However, dealers doing business, without approval on their turf, could find themselves heavily taxed - which is just a nicer way of saying likely maimed, or eliminated.
