so there was a large settings vs centralized settings in the randoms that id like to make into a discussion. going off memory here, i believe the main point that people agreed with and favored with centralized settings is that it made plotting their characters better. i personally disagree, sure centralized settings make things easier but large settings, imo, are just vastly superior. and in terms of having characters plot and interact, well that all depends on the character you make.
just looking at what centralized settings are and mostly these are like small towns, cities or school/campus type deals. for the former its easier to create characters that will interact bc well shit you're making students in teachers in a school setting that's a no brainer. small towns have the saying that everyone know everyone soo. cities (big like nyc or la i imagine) are about as large as they get.
looking at naruto, since it was brought up, naruto is one of the fandoms to rp in if you're looking for a shonen. the setting is large, centralized and offers a fantasy element and powers. out of the (former) big three, one piece and bleach, naruto offered a world where your characters can interact with one another easily under many conditions (regardless of a plot).
naruto offers five distinct villages, cultures and lifestyles and a main profession in shinobi. there's natural conflict between the shinobi (through missions) that there's no need for like tailed beast or npc akatsuki events to bring characters together (spices things up though). outside of the villages there's a world that you can explore and discovery. not to mention the villages offer internal and external conflict. it's pretty hard to not get your character involved.
i don't get the point of wanting to be a genin, i'm sure its nice and the nostalgia of going through the chuunin exams is good and all. but in my experience few people want to or like to rp as 12 and 13 year olds and something like 15/16 year old genin can be pretty ass TBH. furthermore no one wants to rp as a 25, 30, 35, 40+ year old genin lmfao.
ultimately what i see is that its not the settings that really matter as much as the characters being and what the player wants to do. and mostly everyone just wants to get along and that's boring, and not only boring it won't bring characters a & b together without it being forced or, at times, ignoring lore and setting. and ignoring lore and setting for two characters to have a meet and greet, m&g into a one night at most?
tl;dr there's no difference between settings and large settings offer just as much, if not, more than centralized settings. naruto is the best bc its large and centralized. and if you feel like its hard for two character to interact then ask yrself do they have to? don't force your characters into situations that will ignore lore and setting bc u feel like u need to rp with said person.
and to end this, i would advise to look around, check wanteds and see what plots are going on that you can throw your character into. or create wanteds, do interest checks and see what you can get started that will bring in characters.
