The css is assuming you're second element is the child of whatever you're hovering over. So that second element is within the first.

If that is what you're intending, then that should work, depending on how your css is set up.

it's currently set up as:

<div class="elementName">

    <div class="separateElement"></div>

</div>

which is why, like you said, it should work... but for whatever reason it's not? is it because what i want to change is in the :before pseudo-element and not the element itself?

Could you also post your css? The error may be in how you're implementing it (so provide how you're declaring the parent, child, hover, etc.).
actually ended up solving this using a different method entirely! thank you for your help, and could you toss this into the archives? <3
