The Goliath Institute, located in the heart of New York City, claims to be on the side of the powered. They offer support for powered individuals in need of housing, aid, and assistance, and training as to how to get their powers under control so that they can live happy, normal lives. But there are whispers of an underground complex and reports that Goliath may not be all that it appears to be. People who have been missing for years, even as long as a decade, are showing up out of the blue with no explanation as to where they’ve been or what happened to them.

Then there’s the Academy, a sort of continuing education scheme for those with powers. Headed by Liam Sullivan, known pyrokinetic, the Academy is accused of playing too fast and loose by the Goliath Institute. Goliath says powered individuals need to be controlled. The Academy says they need to be educated, and they need to be free.



In between, there are hundreds of powered individuals roaming the streets of New York - turning tricks, waiting tables, aspiring to stardom, working in finance, doing anything you could imagine any average New Yorker doing. They’re the everyday person just trying to get by. But as attacks become more and more common in the streets, more and more are wondering if they’ll have to make a choice.
