I don’t think you really need it unless you need to keep track of posts or something. With Discord, I feel that’s taken the need for OOC accounts. I’m not super familiar with jcink sites but I can’t see a real need on pb while they do work better on jcink because of how jcink handles subaccounts (read: like a champ because being able to post as any attached account without having to relog + being able to change authors on a post at will + getting all my alerts pushed to a single account for me to hang out on? massive quality of life update and the biggest thing i missed when i tried proboards again), they're still really useful on proboards as well.
it's a lot less messy to have all of the "staple posts" like plotters and trackers and member directories be on the ooc account (doubly so for proboards since y'all can't switch authors) - especially since it means no one has to repost everything just because they drop their first character. plus, if you're on jcink, having all those alerts pushed into one account is super useful for organization in terms of figuring out what replies you owe (since you can use your alerts page as a reply tracker by deleting the alerts as you reply to the corresponding thread).
it's also tons easier for communication as well. there's no guesswork required to figure out which account is the one someone sits on all day vs the other ones they only check when cycling through, which is amazingly useful for if i'm sending pending messages (because i can't stand using discord for Official Staff Business (tm) as a staffer or a member), and on jcink, i can lock character accounts out of the pm system entirely just to double down on that. (not to mention that, y'know, not everyone has / uses / prefers discord, so it's not exactly a bad thing to make the general user experience not The Worst (tm) for those members).
ooc accounts are always useful, and while it's not a dealbreaker if i can't have them on a site, i end up so much more disorganized as a result that it's a genuine quality of life change tbeh. I guess, I’m not ever too bothered to switch accounts on pb and I like my notifications locked to that account so I don’t get confused too often. But I’m also not the type that makes more than 2-3 characters a site bc then it’s just too overwhelming for me. I still rather just know the person’s discord rather than their ooc name as that’s the medium I’m contacting them through more often than not. That’s why I love sites that have a field in their mini profiles for this or require players to place it in their signatures. Cause even if I know your ooc account that’s not going to help me have a timely and natural conversation that something like discord offers. I still use PMs but again I’d rather pm through the account in question. That way a persons not having to guess which of my characters I’m discussing with them. I see the pros and cons of it all. For me it just seems unnecessary unless your site is built in a manner that would require that.
