the galaxy is large and vast! member-made species and planets are totally allowed with the notice of "choosing to create a planet / species means opening that planet / species up for others to utilize if they would like as well", since it's effectively adding them to our lore. further, staff will have to review them before approving their existence for the sake of consistency with the lore.
