I could be repeating myself, but I see grading an app as a weeding out procedure. Losing out on a potential new member sucks, but if they didn't have the patience to do some minor changes to their app, then they probably wouldn't have stuck around for long anyway.

I've seen Digimon being brought up enough times that I thought "fine I'll do it myself". This project is still in drafting phase, so it might take a while before the site is up and ready, but the basic premise is a Digimon RP set in an original universe, with an overarching plot and faction dynamics. It will be hosted on jcink (not premium), have profile apps, no word count and no limit on faceclaims. The plot is still getting ironed out, but here's a small preview:

"Yay! We did it, Chomper!" The trainer of dragons ran up to her lifelong partner and gave him a big, emotional hug, the Hydreigon's three heads vying for her affection. She made sure to give them all pets and forehead kisses like they deserved. For Chomper, that was an even greater reward than the crowd's approval. Being the people's champ for a day was nice, but he much preferred being Andrea's champ for life.

Andrea did not fancy herself enough of a special snowflake to think that she was above accountability. Even so, having one's own faults brought to light was never a pleasant experience. If it was, then a lot more people would be going to therapy willingly.

"It would make me the bad guy." She replied after much hesitation. "But... I did what I thought was right... at least at the time." She added with a discomforted wince, realizing that those words did not belong to her; they belonged to horrible people who justified their awful deeds by claiming to have a noble goal.

Unless a site has an insane amount of workload, I don't think hiring additional staff is all that necessary. For new sites, the community is likely gonna start out small, so there wouldn't be too much modding to do.

I'd say focus on setting up the site skin, lore, mechanics, etc. first, then pitch the concept to a longtime RP friend asking them if they'd like to be a co-admin. That's what I did at least.
